Your telegram of 15th October.
Unofficial members of Executiva Bouncil unofficial
members of Legislative Council unanimously request
me to forward the following. (Begins) Sinos our
recommendation and offer were telegraphed by His
Excellency the Governor to the Secretary of State
on the lat. September the financial position of members
of naval and military forces in the Colony has become
much worse and is now desperate. Cannot urge too
strongly that decisive action to relieve situation
should be taken immediately. (Ende). I am satisfied
that the above statement is not exaggerated and I
strongly endorse the recommendation made.
